Client’s mother is unmarried, and client has one brother who went missing over 30 years ago in Colombia. The expert report has already been completed and notarized. A volunteer attorney previously represented client on February 1, 2022, but client’s petition was denied due to client not being a fluent English-speaker. This ruling is inconsistent with a 2019 Orphan’s Court rule change, under which petitioners are no longer required to speak English. Client would like to petition the court once more. A volunteer is needed to re-file the guardianship petition, potentially challenge the prior ruling, and represent client throughout the proceedings.
